Observers note that the issuing of a key US strategy document has also changed the backdrop on UK ties to the EU.

The strategy said that the US would "foster opposition" to continental trends and praised the "rising power" of patriotic European parties.

In government circles, there is an acknowledgement that the international situation has changed again.

Political Calculations

At home, the leadership also expects being outflanked on EU relations not just one political rival, but also another, which is targeting its traditional heartlands in local votes.

The Prime Minister's weekend remarks are stem from a confluence of business needs, politics and global dynamics as the UK enters a year that will commemorate the decade milestone of the landmark EU vote.
